Chartering into Unventured Frontiers - Targeting
the Hardcore Poor (CUF-THP) program:

There are certain sections among the poor whose desperate condition demands more than just microcredit. We realised this and took steps to bring hope to what we term the 'Hardcore Poor' – those who lack confidence to avail and repay loans or take the risk of initiating a business of their own.

This program aims to reach out to the invisibles of mainstream society. The ultimate goal of this program is to help uplift their economic condition so that they can feed themselves and graduate into mainstream microfinance program.

The package has been so designed that initially the tasks involved will be tracking these poorest of the poor and developing their skills appropriate to the management of a local enterprise. Thereafter follows the process of asset transfer whereby the poor are given grant support in the form of assets. Our team will follow them closely to ensure optimal utilization of assets and the generation of income sources to improve their quality of life. After the completion of about 18 months, they will graduate to the mainstream microfinance program.

The prize amount of the Pro-Poor Innovation Challenge (PPIC) award (that was conferred upon Bandhan by CGAP in the year 2006) is being used for piloting this program.

Nine poorest women give up begging to become our THP beneficiaries.

Shaju Dewa, Sufiya Dewa, Mamata Dewa and six others begged to sustain themselves and their children. Each of them is widowed and has no one to depend upon. But things are different for them today. Today, each one of them is carving out new lives for themselves and their children. They are all beneficiaries of our CUF - THP Program – the program to graduate the poorest of the poor to mainstream microfinance. They are a part of this program since the last four months.

Today, each one of them has given up begging and is involved in non farm enterprises like goat rearing, cow rearing, paddy husking, junk food shop etc. They are also saving some amount of money every week.

We are very proud that we have been able to initiate such a positive change in the lives of our nine beneficiaries.
